reCaptcha won’t help – account setup consists of several steps — chose account type, fill form + last final check. Looking at time periods between consecutive requests, I’d guess someone from Benin filled manualy. CAPTCHA wouldn’t stop them.
Another 17 accounts set up today, same address.
